Apparatus for achieving suitable illumination of an area in front of a vehicle includes the ability to limit a deflecting operation while the vehicle is traveling when it is preferable not to deflect a lamp in accordance with a steering operation. If a turn signal is input from a turn signal switch at a time when a motor vehicle turns to the right or turns to the left, and a steering operation is carried out in the opposite direction to the direction indicated by the turn signal, a deflecting operation of the lamp is stopped. If the direction of the turn signal does not match the steering direction when the vehicle turns, for example, to the left, an area in front of the vehicle in the traveling direction can be illuminated after the vehicle turns to the left by fixing the deflection direction of the lamp in the straight traveling direction.
