PURPOSE: A rotary damper is provided to use in a cold district by reducing torque change for the change of temperature caused by a sealing member by stain-finishing the surface of the sealing member. CONSTITUTION: A rotary damper(D) is composed of a housing(11); viscous fluid(21) filled in the housing; a rotary shaft(32) of which a portion is projected from the housing; a rotor(31) extending to a lower end of the rotary shaft and having a rotor damping plate(35) rotatively received in the housing; and a sealing member(41) installed between the housing and the rotary shaft to prevent the viscous fluid from leaking out of the housing. The sealing member is made from an anti-swelling material against the viscous fluid. The viscous fluid is silicon oil. The sealing member is made from one of ethylene propylene rubber, isobutylene isoprene copolymer rubber, chloroprene rubber, fluorine rubber, or urethane rubber.
