PURPOSE: A rotary fluttering machine is provided to achieve efficient fluttering motion by producing lift force when an airfoil advances and producing thrust force when the airfoil retreats. CONSTITUTION: A rotary fluttering machine has a rotating shaft-mounting groove and a reciprocating shaft-mounting groove formed in the front and rear of an airfoil(1). A rotating shaft(6) of a slave gear(5) is inserted in the rotating shaft-mounting groove and rotation of the front part of the airfoil is possible. The reciprocating shaft-mounting groove formed in the rear of the airfoil is mounted to a reciprocating shaft(9) inserted in a guide(7) to enable the rear part of the airfoil to reciprocate along the long way of a reciprocating shaft-mounting hole. Thus, airfoil rotates in order forward, downward, rearward around the slave gear.
