The video image signal with variable speed frame rate is selected and stored in a memory in the variable speed recording mode. The signal is recorded on the medium, when the phase difference between memory read and write position reaches recording start level position and recording is stopped when the phase difference reaches the stop level position. Independent claims are also included for the following: (1) video signal recording device; and (2) video recording system.
