The device has a rotor connected to either one of a camshaft and a crankshaft. A housing connected to either of the shafts is assembled to the rotor so as to be rotatable relative to it. A sensor wheel (45) has a projecting portion for detecting a rotational angle of the rotor and housing with a sensor adjacent to it. The wheel has a reference hole for determining a position of the portion in circumferential direction.
