FIELD: building materials, in particular parts on the base of alkaline binding agents. ^ SUBSTANCE: claimed binding agent contains (mass %): diabase 87-93 and calcium hydroxide as an alkaline promoter 7-13. Diabase and calcium hydroxide may by jointly pregrinded to afford specific surface of 4500-5500 m2/g. In one embodiment of invention alkaline promoter may include calcium hydroxide with sodium hydroxide solution or alkaline industrial waste; and binding agent contains (mass %): diabase 84-92; calcium hydroxide 6-11; sodium hydroxide solution or alkaline industrial waste 2-5. Diabase and calcium hydroxide may by jointly pregrinded and then mixed with said additives.
