FIELD: building, particularly building construction or reconstruction in order to increase temperature lag of building walls. ^ SUBSTANCE: wall comprises inner, load-bearing, layer, outer layer and heat-insulation layer disposed in-between. Located in heat-insulation layer are reinforcing bars having extensions made on outer surfaces thereof. One ends of reinforcing bars are secured in inner wall layer, another ones are fixed in outer layer. Each reinforcing bar has at least one reinforcing member made as hoop with spokes. Spaces between spokes are filled with material of heat-insulation layer.
