PURPOSE: Provided is a cosmetic composition of a foam formulation which removes skin keratin excellently, hardly causes skin troubles when applied to skin and gives good wearability. The composition has no skin stimulation and is thus safe to the skin. CONSTITUTION: The cosmetic composition of a foam formulation is characterized by containing 65.0-75.0 wt.% of water, 7.0-8.5 wt.% of LPG, 4.5-9.0 wt.% of glycerine, 1.5-2.5 wt.% of ethanol, and 6.0-12.0 wt.% of crystalline cellulose, based on the total weight of the composition. The composition further contains 0.05-0.15 wt.% of cellulose gum.
