PURPOSE: To provide a method for generating ozone and an apparatus therefor, which are able to improve discharge efficiency by increasing adhesiveness between a dielectric substance and an electrode by using cooling water as an electrode instead of using a metal electrode. CONSTITUTION: Water jackets (20,30) that are installed on the surface of dielectric substances (10,25), respectively. The water jackets allow cooling water to directly make contact with the surface of the dielectric substances. An anode and a cathode of the apparatus (100) are connected to the cooling water, respectively, so that the cooling water is used as an electrode.
