PURPOSE: A tire wheel with a stationary advertising plate is provided to check exactly logos and passages with the naked eyes even if a vehicle travels by preventing a portion printed with the logos and passages from rotating. CONSTITUTION: In forming an advertising plate rotating freely on a wheel cap(40) mounted on the outer periphery of a tire wheel(30), the tire wheel cap with a non-rotational advertising plate(50) has an advertising plate rotation-preventing device for showing exactly logos and advertising passages printed on the surface of the advertising plate by restricting the advertising plate from rotating by magnetic force of a magnetic body(80) with same polarities for pushing the advertising plate even if the tire wheel rotates. The tire wheel cap keeps the balance by installing a second bearing(60b) in the center of the outside of the wheel cap, a third bearing(60c) between a rotary shaft(70) and the advertising plate, and a first bearing(60a) in the first bearing attached on the wheel cap.
