PURPOSE: An optical information recording medium and a fabrication method thereof are provided to use a recording layer including a mixture of low oxides and certain materials, thereby depositing 4 information layers at density corresponding a 25GB capacity while realizing an optical information recording medium having a 100GB capacity. CONSTITUTION: A recording layer(14) included in an optical information recording medium(1) includes a mixture of low oxides 'Te-O-M'(M is at least one element selected from metal, semimetal, and semiconductor elements) or low oxides 'A-O'(A is at least one element selected from Sb, Sn, In, Zn, Mo, and W) and materials 'X'(X is at least one chemical compound selected from fluoride, carbide, nitride, and oxide materials).
