PURPOSE: An electronic settlement system and a method using a flickering signal of a display in a portable communication terminal are provided to transmit authentication information by using a flickering signal of a display, so that optical readers can read/process the transmitted authentication information, thereby activating an electronic settlement base. CONSTITUTION: Optical readers(200) transmit optical signals in accordance with a flickering action of a display. A communication network(300) connects at least more than one optical reader(200) with a settlement approve server(400) and a central control server(500). The settlement approve server(400) determines whether a user's settlement is approved, based on information transmitted from the optical readers(200), and processes settlement matters in association with the central control server(500). The central control server(500) relays communication among the settlement approve server(400), portable communication terminals(100), and the optical readers(200), and downloads a settlement program to the communication terminals(100). The communication terminals(100) display settlement-related messages.
