PURPOSE: A process for constructing a ground hardening layer and an apparatus for constructing the same are provided to reinforce the base foundation and/or to block water flow by introducing ground hardening materials into excavated area around the ground. CONSTITUTION: The process is accomplished by the apparatus for constructing the ground hardening layer comprising a polymerization-injection nozzle(2) at front end side wall of a supply rod(1); an underground pressure control part(3) radially having a number of inhalation holes(31); and a downward-inclined injection nozzle(4) at top portion of the rod(1). The polymerization-injection nozzle(2) has a central nozzle and adjacent nozzles around the central nozzle and connected to a divided flow path in the rod(1) jointed to a bath containing ground hardening material to be injected through respective swivels(11). The control part(3) balances the underground pressure going upward and discharges the pressure outside.
