PURPOSE: A lower crash pad combining device for a vehicle is provided to reduce the injury on a driver by preventing the interference of a shroud with a lower crash pad in a collision. CONSTITUTION: A lower crash pad combining device for a vehicle comprises a main crash pad(1) having a cavity(2), a steering shaft(4) and a steering column(5) placed in the cavity and having a shroud(7) and an impact absorbing unit in the upper and lower portions, a lower crash pad(8) having brackets at both sides and supported on the main crash pad via a bolt to move downward in a collision, a guide tube(15) fixed in a cowl cross bar(16) by being inserted to the outer portion of the steering column and having a guide groove(17) on the axial face, a support tube(18) inserted to the outer portion of the guide tube and having a guide pin(19) guided along the guide groove, and a support bracket(20) installed between the support tube and the lower crash pad.
