PURPOSE: A manufacturing method of a synthetic resin pipe for improving the inside or outside strength and a device thereof are provided to increase the rigidity of the synthetic resin pipe against sand or foreign matters by reinforcing the inside or the outside of the synthetic resin pipe and forming the reinforcement layer. CONSTITUTION: A rectangular profile(2) with a hollow is formed by an extruder, and cooled and supplied to a winder. A synthetic resin pipe(1) is formed by supplying molten resin between profiles. An outer reinforcing layer(4) is supplied to the upper part of the profile in supplying the cooled profile to the reinforcing forming bar, and the reinforcing layers are integrally formed in the upper part and the lower part of the profile by supplying an inner reinforcing layer(4') between the profile and the reinforcing forming bar. The inside and the outside of the synthetic resin pipe are reinforced by supplying the profile to the winder.
