PROBLEM TO BE SOLVED: To prevent a metallic ring from being broken in mounting a case on a steering column and from slipping off the case. SOLUTION: The outer peripheral surface of the metallic ring 15 is formed as a slant gradually reduced in diameter as it goes toward the inmost side of the steering column, and the metallic ring 15 is bonded to the case 10 by vulcanizing forming, whereby in inserting the metallic ring 15 in the steering column 2, the steering column inmost part of the metallic ring 15 is avoided from being locked on the opening end face of the steering column 2 in the axial direction and irrational axial load applied on the metallic ring 15 can be effectively prevented to effectively prevent breakage and slip-off of the metallic ring 15.
