PROBLEM TO BE SOLVED: To provide an actuator consisting of a sheet-shaped member which has a light-weight and simple structure and can realize the deformation of the sheet-shaped member at a low cost, and to provide its manufacturing method. SOLUTION: This actuator is constituted so that the sheet-shaped member 311 is deformed by forming a groove 320A or 320B along a folding position on at least one of the front and back surfaces 312 and 313 of the sheet-shaped member 311 and inserting an expansion material 330A to be expanded or a contraction material 330B to be contracted in reaction to the change of an external environment or physical stimulation or chemical stimulation received from the outside to the inside of the groove 320A or 320B.
