PROBLEM TO BE SOLVED: To flexibly facilitate countermeasures to a traveling person to be monitored and scattered and changed monitoring areas in order to monitor the person to be monitored. SOLUTION: When a monitoring area is set through an operating part 15, the communication terminal equipment of the mobile object of a person to be monitored compares a current location detected by a GPS sensor 11 with the set monitor area, and when it is judged that abnormality is generated, transmits an emergency transmission mail to a portable telephone set 2 of a monitor. The monitor recognizes the current location of the person to be monitored through the mail, and when permitting the person to be monitored to be present at the current location, the monitor returns an emergency response mail showing the result. When receiving the emergency response mail, the terminal equipment of a mobile object of the person to be monitored stores a monitoring area corresponding to the current location by adding it to the already installed monitoring area. Thus, it is possible to extend the monitoring area, and to flexibly facilitate countermeasures to the traveling person to be monitored and the scattered and changed monitoring areas.
