The composite polymer foam material is composed of a layer (10) of needle-bonded nonwoven web of inorganic glass or mineral fibers impregnated with a setting formaldehyde resin and thermoplastic particles which have not been expanded. The particles are micro-spheres with a shell containing a volatile material which evaporates under heat. The nonwoven fabric contains no bonding agent or =5 wt.% or preferably =4 wt.% bonding agent. The impregnated fabric is heated in a press to set the resin and expand the particles. The composite foam layer is covered with an outer layer (11) of plastics or metal to give a board material for cutting to size.
