<P>PROBLEM TO BE SOLVED: To enable to surely and efficiently make uniform a current density distribution inside an electrode face in a simple process. <P>SOLUTION: At power generation of a fuel cell 12, current densities at a plurality of measurement positions set on the inside face of the fuel cell 12 are detected by a current density measurement device 60. When, for instance, flooding occurs inside the electrode face, a supply volume of reaction gas is lowered to locally lower the current density.
