<p><P>PROBLEM TO BE SOLVED: To provide an easily manufacturable air bag wherein an inflated shape is regulated by a panel instead of a tether belt, and also to provide an air bag device provided with the air bag. <P>SOLUTION: The air bag 1 is composed of a first panel 10 surrounding a first air chamber 5, and a second panel 20 surrounding a second air chamber 6. When manufactured, the air bag 1 is manufactured by procedures of putting together opposing faces 14 and 24 of each panel 10 and 20, attaching intermediate parts 13 and 23 by sewing or the like, attaching edge rims 11, 12, 21, and 22 by sewing or the like, and attaching each of both end sides of extending directions of each edge rim 11, 12, 21 and 22 by sewing or the like. The opposing faces 14 and 24 are put together to compose a tether panel 4.
