PROBLEM TO BE SOLVED: To provide a discharge or an intake device capable of precisely controlling the discharging volume or the intake volume by making use of buoyancy, miniaturizing the device and reducing the construction cost. SOLUTION: The device is provided with a first rod 11 disposed in the high water level side of a river or a water course and extending in the up and down direction, a second rod 12 disposed with a distance from the first rod 11, a float 13 moving the first rod vertically according to the variation of the water level, and a gate 30 whose opening is adjusted on the basis of the vertical movement of the second rod 12. The conversion device 20 is provided with a speed reducing mechanism reducing more the vertical movement of the second rod 12 than the vertical movement of the first rod 11.
