PROBLEM TO BE SOLVED: To use an electronic certificate, e.g. a public key certificate, up to the original term of validity. SOLUTION: An electronic certificate issuing unit 3 sets the identification information of an attribute authentication station 4 and issues an electronic certificate based on the certification items (public key and the like) of an electronic certificate, the identification information of the attribute authentication station 4, and the like. An attribute certificate issuing unit 5 confirms that the owner of the electronic certificate has relevant attributes and issues an attribute certificate based on the owner information, the attribute information, and the like. An electronic certificate verifying unit 7 for verifying a received electronic certificate acquires the electronic certificate, verifies the acquired electronic certificate, acquires attribute authentication station information from the acquired electronic certificate, acquires the attribute certificate based on the acquired attribute authentication station identification information, and then verifies the acquired attribute certificate.
