PROBLEM TO BE SOLVED: To provide remote program downloading method and a system capable of shortening a time required for downloading while preventing the user band of a wireless circuit from being pressed when a program is downloaded to a subscriber station in maintenance control. SOLUTION: When a maintenance monitor signal region and a user data region exist in the signal frame of a wireless circuit, a radio base station detects the program capacity of an object to be downloaded, and selects one of first and second control modes depending on the detected capacity. When the first control mode is selected, the maintenance monitor signal region is assigned to transfer a program to a subscriber station. When the second control mode is selected, traffic assigned to the user data region is monitored, either the maintenance monitor signal region or the user data region is selected depending on the detected traffic and then the maintenance monitor signal region or the user data region is assigned to transfer the program to the subscriber station.
