PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit activated through supply of a plurality of power supply voltages that prevents a through-current from flowing through an output driver and avoids interference with an external circuit when no power supply voltage is supplied to the pre-driver. SOLUTION: The semiconductor integrated circuit is provided with: the pre-driver 10 for generating a pre-drive signal when receiving a first power supply voltage; the output driver 40 including P and N channel transistors and for supplying an output signal to an output terminal when receiving a second power supply voltage; a detection circuit 60 for detecting whether or not the first power supply voltage is supplied to the pre-driver 10; and intermediate stage circuits 21, 31, 51 or the like that generates first and second gate signals on the basis of the pre-drive signal when the first power supply voltage is applied to the pre-driver, and supplies them respectively to the gates of the P and N channel transistors of the output driver or cut off the P and N channel transistors when no first power supply voltage is supplied.
