PROBLEM TO BE SOLVED: To stably propel an on-water vehicle on water by a new operating method by integrating a rudder, a driving power unit, and a stabilizer and miniaturizing the on-water vehicle, and to facilitate portability by adopting an assembling system. SOLUTION: A rudder 2 with a driving power unit is perpendicularly built in a center of the boat type board 1 floating on water (sea), and a seat 3 is attached to its center upper part. The rudder 2 with the driving power unit is miniaturized by forming it by a board wherein the driving power unit and the rudder are integrated. A driving portion 4 is arranged in a lowermost part, and it has a role as a stabilizer on water. The boat type board 1 and the rudder 2 with the driving power unit can be attached and detached, and they are superior in portability and convenient. The easy-to-operate small on-water board with the driving power unit is designed so that, in operation of the rudder, an occupant riding the small on-water board with the driving power unit slants the whole of the small on-water board with the driving power unit by body and weight, the rudder 2 with the driving power unit is slanted as a result, a difference of left thrust and right thrust of the driving power unit occurs, and a direction of the small on-water board is changed.
