PROBLEM TO BE SOLVED: To flexibly cope with a requirement change to prescribed information for starting an electronic device, and to normally start a starting device on the basis of the prescribed information. SOLUTION: Right signature data produced by encrypting a calculation value calculated by a unidirectional function to the prescribed information necessary to start the electronic device by a private key, the unidirectional function, a public key corresponding to the private key, and a signature verification function for verifying that the prescribed information is right are stored in a verification data storage means. It is decided whether the prescribed information is true or not, by the signature verification function by use of a current calculation value calculated by the unidirectional function to data at the point when reading the prescribed information stored in the storage means, the public key, and the right signature data.
