PROBLEM TO BE SOLVED: To provide an image management system capable of realizing a monitoring system with higher reliability by preventing the erasure of image data photographed on the site while reducing a load applied to a management center. SOLUTION: A plurality of image recorders 2 are connected to a managing device 1 for managing the image recorders 2 by a communication line N. An image recorder 2 is provided with an image recording part 201 for recording image data, a self-device image storing part 203 for storing the image data, and a data transmitting and receiving part 205 for transmitting the same image data as the stored image data to a second image recorder and transmitting data about the transmission destination image recorder to be the transmission destination to the managing device 1. The managing device 1 is provided with a data managing part 212 for recording the data about the transmission destination image recorder and data about the image recorder of the transmission source while associating the data with each other.
