PROBLEM TO BE SOLVED: To provide a horizontal rotary drying device, preventing little flow of powder dust out of an object while controlling the flow rate of carrier gas depending on the drying property of the object. SOLUTION: A flow-in part 42 for the carrier gas G is provided at one end 31b of a cylindrical body 31 and a flow-out part 43 for the carrier gas G is provided at the other end 31a of the cylindrical body 31. A flow control part 44A is provided at a predetermined portion of the cylindrical body 31 in the direction of its axial center, into or from which the carrier gas G flows.
