An oxide catalyst for use in the vapor-phase catalytic oxidation or vapor-phase catalytic ammoxidation of propane or isobutane, which comprises an oxide containing, as constituent elements, molybdenum (Mo), vanadium (V), niobium (Nb), and antimony (Sb) in a specific atomic ratio and has a degree of reduction of 8 to 12% and a specific surface area of 5 to 30 m<2>/g. Also provided is a process for efficiently producing the catalyst.
