PROBLEM TO BE SOLVED: To provide a device, a system, and a method for communication capable of improving a communication efficiency by monitoring the state of the communication availability of each device when a plurality of devices conduct a time devision multiplex accessing type communication. SOLUTION: The communication system is composed of an ONU on a subscriber side and an OLT on a communication common carrier side, and the CPU 15 of the OLT comprises an upload-permit message transmitting means 15a, a state monitoring message transmitting means 15b for monitoring the communication state of the ONU, a data transmission request receiving means 15c for receiving a data transmission request, a state-notification receiving means 15d for receiving the state notification, a band calculating means 15e for calculating a band which the communicating ONU uses, and a band allocating means 15f or the like for allocating the band.
