<P>PROBLEM TO BE SOLVED: To provide a server that can make the streaming distribution of video data in optimum conditions regardless of communication conditions and a mobile terminal that can receive video data under the optimal conditions. <P>SOLUTION: Under a normal condition, the streaming distribution of video data is performed from a distribution device 1 to a mobile terminal 2 using a traffic channel that a traffic channel allocation section 11 assigns. If a real-time process request section 22 of the mobile terminal 2 requires the real time processing of the video data at this time, a real-time assuring section 13 of the distribution device 1 informs a channel allocation section 12 to hold the assignment of a specific channel.
