PROBLEM TO BE SOLVED: To provide a wiring board made of a resin with a pin having high reliability of electrical characteristics as the wiring board made of the resin with the pin in which the connecting pin is soldered to the pin pad conductor of the wiring board made of the resin. SOLUTION: The wiring board made of the resin with the pin 1 includes a cover-like conductor layer 4 formed on a core substrate 2 having a through-hole conductor 22 and a filling material 23 in a through hole 21, the pin pad conductor 5 in which the connecting pin 9 connectible to the connecting terminal of the external board is installed, and a connector 6 (made of a via conductor) for conducting the cover-like conductor layer 4 and the pin pad conductor 5. The via conductor 63 connected to the cover-like conductor layer 4 of the connector 6 is made of a conformal via, and the via conductor 64 connected to the pin pad conductor 5 is made of a field via.
