PROBLEM TO BE SOLVED: To improve the convenience of an instrument panel in a normal working state. SOLUTION: When a lower limb restricting part 30 of an active knee bolster 24 rotates downward, a glove box 50 pressed to the lower limb restricting part 30 from the upside rotates downward about a pin 58, and an opening 52 for a change box of the instrument panel 18 is opened. Thus, the lower limb restricting part 30 can be moved to a lower limb restricting position through the opening 52 for the change box. Therefore, in a normal state, an arrangement position of the lower limb restricting part 30 of the active knee bolster 24 is set over the glove box 50 different from the glove box 50.
