PROBLEM TO BE SOLVED: To adjust backlash of a small driving gear 9 and a large driven gear 8 for transmitting driving force of a motor 10 to a rack shaft 1 in a rotation axis direction of the large driven gear 8 and a direction perpendicular to the rotation axis. SOLUTION: A driving part housing 3 supporting the small driving gear 9 for transmitting the driving force of the motor 10 is separately formed from a driven part housing 2 supporting the large driven gear 8 engaged with the small driving gear 9. The driven part housing 2 is provided with a first fitting surface 15 and a third fitting surface 17 parallel to the rotation axis of the large driven gear 8 and a second fitting surface 16 perpendicular to the large driven gear 8. The driving part housing 3 is constituted so as to be provided with a fitting surface 18 corresponding to the first to third fitting surfaces 15 to 17. First to third shims 12 to 14 having thickness required for adjusting the backlash are interposed between the fitting surfaces of the driven part housing 2 and the driving part housing 3 to fit/fix both housings 2, 3.
