<P>PROBLEM TO BE SOLVED: To enable an application approver who is not concerned with an approval processing to confirm the content of approved application. <P>SOLUTION: In a network 5 where a server 2 and a plurality of terminals 3 and 4 are connected so as to communicate with each other, a terminal is provided with an application terminal 3 performing application and a plurality of application processing terminals 4 processing application, the server 2 is provided with a recording means 2b recording application information of application and management information for managing application, and a managing means 2a managing transmission/reception with respect to the terminal and managing recording with respect to the recording means on the application information of application and the management information.
