<P>PROBLEM TO BE SOLVED: To safely manage rights to use a number of services by using a limited number of recording members. <P>SOLUTION: The rights 105-108 to use services are held in a recording means 100 and a service providing means 101 checks out the rights from the recording means 100 as necessary. During the checkout, the service providing means 101 causes the rights 105 checked out to be stored in an internal storage means 10 together with the identification information of the recording means 100, etc. When the rights to use the services that are needed to execute the services become unnecessary, the rights are checked in at the original recording means 100.
