PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having a high concentration ensuring a small fog increase with time, excellent film transportability and also little occurrence of concentration unevenness in heat development, and to provide an image forming method. SOLUTION: The heat developable photosensitive material includes at least an image forming layer containing an organic silver salt, a silver halide, a binder and a reducing agent on a support. The reducing agent is represented by general formula (1), and at least one layer provided on the support contains a compound represented by general formula (SF). When the ten-point average roughness of an outermost surface on the image forming layer side is represented by Rz(E) and the ten-point average roughness of an outermost surface opposite to the image forming layer with the support interposed between them by Rz(B), the value of Rz(E)/Rz(B) is 0.1 to 0.7.
