PROBLEM TO BE SOLVED: To provide a communication ECU and a monitoring method for it capable of surely informing the occurrence of theft. SOLUTION: While this communication ECU connected to a car navigation device is installed on a vehicle, if abnormal removal is detected without receiving any removal command from a diagnosis tool (S301: YES), theft is notified to a management center and the car navigation device (S302) and occurrence of theft is displayed in a display part of the car navigation device to lock a radio set (S304). In this way, the theft is notified to an owner of the vehicle from the management center, and the owner of the vehicle can cope with the theft of the communication ECU quickly. If removal is carried out after the removal command is transmitted from the diagnosis tool to the communication ECU, no theft notification is transmitted to the management center, so that the communication ECU can be removed from the vehicle without causing any problem.
