<p><P>PROBLEM TO BE SOLVED: To provide the structure of a landfill waste layer preventing the formation of a short pathway in which leachate flows convergently in the landfill waste layer. <P>SOLUTION: In a reclaimed site in which a drain pipe 25 is installed in the bottom part of the landfill waste layer, when the landfill waste multilayer 23 comprising a waste layer 31 and a covering layer 32 is formed, each portion of waste forming the waste layer 31 in a prescribed amount is covered, and a net-like dispersion material 33 is arranged.
