PROBLEM TO BE SOLVED: To provide a system for performing passage control by changing a link cost on the base of a point registered by an optional registrant. SOLUTION: In a point registration system 300, a point registrant 310 registers 10p, 20p or the like to an optional local product, a road or the like into a registration point 130 in a server 100 on reference to information on map data stored in the map data 110 by using a client personal computer or the like connected to the Internet INT. As for the point, the point registered to the road is registered into a link showing the road, and the point registered to the local product is registered into a polygon showing the local product in the server 100. The server 100 receives starting place information, destination information or the like from a navigation device 200, searches for a route by reflecting the point registered by the point registration system 300 to the link cost which is a link evaluation value, and transmits the search result to the navigation device 200.
