PROBLEM TO BE SOLVED: To solve the problem in a conventional structure that when the circumference of an electric warmer body is worked by thermal fusing, a successive cleaning is needed to prevent the impairing of the appearance, the production efficiency is deteriorated because of the uneven execution, and deterioration of yield or waste of resources is caused because the thermal fusion is apt to cause a working failure. SOLUTION: This electric warmer comprises a surface material 1, a heating element 2, and a heat insulating material 3 in order from the surface side. A thermally fusing fiber 4 is included in at least either the surface material 1 or the heat insulating material 3, and the heating element 2 is arranged between the surface material 1 and the heat insulating material 3. A circumferential end part 6 of the surface material that is the floor-side circumferential part 5 of the electric warmer body is thermally fused and fixed in a regulated width to constitute a thermally fused part 7.
