PROBLEM TO BE SOLVED: To provide a purifying method which enables the sterilization or the like of an object to be purified passed through a purifier at a high speed, and the purifier therefor. SOLUTION: Streamer discharge is generated by applying high voltage with a pulse waveform across a discharge electrode 3, which has an insulator 10 for regulating a discharge region 5 in its vicinity, and a counter electrode 4 to sterilize and purify the object to be purified present in the discharge region 5. By regulating the discharge region 5 by the insulator 10, the streamer discharge can be efficiently generated without being generated at a surplus place and a physical or chemical change can be produced in microorganisms, a malodorous component or a harmful component contained in the object to be purified by scattered particles of electrons, ions, radicals and the like scattered in the discharge region 5 at a high speed, potential difference or the like not only to sterilize and deodorize the object to be purified passed though the discharge region 5 at a high speed but also to remove a harmful substance.
