A device for determining the constant of a rotating machine comprises test number selecting means (1) that outputs a test number (n) which is any one of numbers 1 through N, where N is equal to or greater than two, and that outputs a phase signal (q) which is decided, based on the test number (n), from a predetermined condition; test means (8) that supplies, based on the test number (n) and phase signal (q), an alternating voltage to a rotating machine (induction machine) (5) and that outputs a reference phase gain based on the phase signal (q) of each test number (n) (1 through N) and a respective 90-degree-delayed phase gain; and rotating machine constant calculating means (7) that, when receiving the reference phase gain and 90-degree-delayed phase gain, uses these gains to calculate the predetermined constant of the rotating machine (induction machine) (5).
