PROBLEM TO BE SOLVED: To utilize an image A where irreversibly coded image information is decoded, and to efficiently code/decode the image information of an original image B by a system capable of controlling the amount of code including a high-frequency component.

SOLUTION: By a differential creation section 103, the differential image of the image information of the image B from that of the image A is created. By a bit extraction section 105, the absolute value of the differential information at each pixel position of the differential image is expressed by a binary number, and extracts the bits from the upper Mth to Nth for coding by a bit coder 106. Additionally, when the extracted bit is significant, the positive and negative information of the differential information is coded by a positive and negative coder 108. By a multiplexer 109, the coding information is multiplied as the coding data of the image B.
