PROBLEM TO BE SOLVED: To provide an IC module for an IC card usable for a contact and non-contact IC card and for an SIM mounted to an apparatus with an antenna; and to provide an IC card and an SIM.

SOLUTION: This IC module 4 for an IC card is provided with: a board; an IC chip 3 mounted on one side of the board and having both contact and non-contact interfaces; and a plurality of contact terminal groups mounted on the other side of the board. On the IC chip-side surface of the board, two connecting terminal plates 24 and 25 for connecting an antenna coil in a card base body are mounted on both sides of the IC chip 3; terminals C4 and C8 unused in contact communication out of a plurality of the contact terminals are connected to the connecting terminal plates through wires; and terminals A2 and A1 used in non-contact communication of the IC chip are connected to the terminals C4 and C8 unused in the contact communication through wires, or the terminals used in non-contact communication of the IC chip are connected to the connecting terminal plates are connected through wires.
