PROBLEM TO BE SOLVED: To provide a nonwoven fabric of a carbon fiber, having high uniformity, excellent gas permeability and excellent conductivity; and to provide a method for producing the nonwoven fabric. SOLUTION: The nonwoven fabric of the carbon fiber comprises 75-97 mass% polyacrylonitrile-based carbon fiber having≤5μm average fiber diameter, and 25-3 mass% cellulose, and has <0.20 g/cm<SP>3</SP>density,≥0.6 and≤1.8 ratio of surface resistances in length and width directions, and≤10/100 cm<SP>2</SP>shives.
