PROBLEM TO BE SOLVED: To provide a data distribution system in which only a specified receiving terminal can receive data and the secrecy of multicast data can be sustained. SOLUTION: When the distribution of multicast data from a router 2 is started and terminal information of a source transmission terminal 1 is acquired, a multicast management router 3 authenticates the terminal and distributes a private key to the source transmission terminal 1. When specified multicast data is received, a receiving terminal 6 transmits a participation request and terminal information to a router 5. Upon receiving the participation request, the router 5 notifies a multicast participation request to the router 2 on the source transmission terminal 1 side and transmits receiving terminal information to the multicast management router 3. Upon receiving the receiving terminal information, the multicast management router 3 authenticates the terminal and if it is authorized, transmits a corresponding public key to the receiving terminal 6.
