PROBLEM TO BE SOLVED: To provide a small-sized illuminating device of high illuminance capable of efficiently performing conversion of polarized light, and to provide a projection type display device. SOLUTION: The illuminating devices 11r, 11g, 11b for illuminating optical modulating means 31, 32, and 33 of the projection type display device 10 are provided with light sources for emitting random polarized light, polarized light separating means 17a and 17b for separating the polarized light into one polarized light and the other polarized light, a polarized light conversion means 16 arranged between the light source and the polarized light separating means 17a and 17b so as to generate a prescribed phase difference. First reflecting means 18a and 18b are arranged on the exit surfaces of the other polarized light of the polarized light separating means 17a and 17b, a second reflecting means for reflecting the light ahead is arranged in the light source, and one polarized light is emitted from the polarized light separating means 17a and 17b, the other polarized light is reflected by the 1st reflecting means 18a and 18b, thereafter, successively made incident on the polarized light conversion means 16, the second reflecting means, the polarized light conversion means 16, and the polarized light separating means 17a and 17b.
