PROBLEM TO BE SOLVED: To provide a powdery coating composition, particularly excellent in low-temperature curing property and applicable also to a plastic substrate having low heat resistance. SOLUTION: The powdery coating composition comprises (A) a compound having both of the hydroxy group of average≥1.5 and the carboxylate group of average≥1.5 in one molecule and (B) a salt formed from a specific aromatic amine compound and an organic sulfonic acid having a fluorine atom.
